Our Board

The Board leads and oversees Freebridge. This includes setting the budget and overall strategy, developing the business plan, and monitoring performance. The Board is responsible for making sure the organisation is run effectively, meets its legal and regulatory obligations, and delivers safe and reliable services for tenants. The Board is accountable to the shareholders and reports to them on performance.

Bob has worked in the housing sector for over 45 years, including roles as Group Chief Executive of The Longhurst Group, Chair of Rural Housing with the National Housing Federation, Board Chair at Saffron Housing and Chair at ONGO. 

As Chair, Bob leads the Board in overseeing Freebridge’s strategy, performance and governance, with a focus on ensuring the organisation meets its regulatory responsibilities and delivers affordable, quality housing for tenants. 

Gill Rejzl

Gill was part of the project team that delivered the transfer of the Borough Council of King’s Lynn and West Norfolk’s housing stock to Freebridge Community Housing in 2006. Following the transfer, she worked for Freebridge as Business and Performance Manager before moving on to other roles. Gill later became Company Secretary at The Queen Elizabeth Hospital NHS Foundation Trust, where she supported the Board of Directors and corporate governance for more than a decade, prior to retiring from fulltime employment in 2020. 

As Vice Chair at Freebridge, Gill supports the Chair and the Board in overseeing governance, performance and regulatory compliance. She is currently Chair of the Board of the College of West Anglia and has lived in West Norfolk for many years

Jo has worked in the housing sector for many years in the local authority, housing association, consultancy and for profit sectors. Jo is currently Executive Director of Strategy, Governance & Assurance at Eastlight Community Homes. Jo lives in North Norfolk with her partner and three children. 

Donald Mckenzie

Donald is a chartered accountant with a strong background in finance, treasury, governance, risk management and auditing. He has significant experience in the housing sector and is currently employed as Director of Corporate Finance and Deputy Company Secretary at Metropolitan Thames Valley Housing Association. 

Vicky Savage

Vicky is a senior leader in the housing sector, with a strong background in housing management and development. She is currently employed as Group Director of Development and Sales at L&Q Housing Trust and has experience in overseeing major developments. She is originally from West Norfolk, and so is well acquainted with the area and the issues it faces. 

Gil Fernandes

Originally from Porto, in Portugal, Gil is a Freebridge tenant and has lived in Norfolk since 2008. He has worked in a range of roles, including manufacturing, before moving into health and social care. Gil has supported vulnerable children in residential care homes and hospitals and currently works as a complex care specialist and Team Leader. He is also studying to become a psychotherapist. 

As a Board Member, Gil brings a tenant perspective and experience of supporting vulnerable people, helping the Board to understand residents’ needs and the impact of its decisions.

Prior to joining the Board, Jo served as an Independent Member of Freebridge’s Audit and Risk Committee from January 2022. With a background in Environment, Health and Safety within a global pharmaceutical contract development and manufacturing organisation, she brings experience in risk, assurance and compliance to support effective governance and Freebridge’s corporate strategy.

After many years in senior finance roles across a range of sectors, Andy moved into housing in 2006 as Finance Director of Ongo Homes, before later becoming Chief Executive. He has also acted as Interim Finance Director for the Chartered Institute of Housing and has served on a number of boards across housing, education and the Greater Lincolnshire Local Enterprise Partnership. 
As a Board Member at Freebridge, Andy brings extensive financial leadership and board level experience to support effective governance and oversight. 

Chris Pegge

Chris brings over 35 years of experience in the construction and housing sector, with a strong background in asset management, building safety, and energy efficiency. A Fellow of the Chartered Institute of Building and a Chartered Environmentalist, he has dedicated his career to improving the quality and sustainability of social housing. 

As a director of a Norfolk based consultancy specialising in social housing asset management, Chris has extensive experience of working with residents to enhance living conditions, drive safety improvements, and promote energy-efficient solutions. 

Jeanette Alfano

After many years in senior Information Technology roles, Jeanette moved into Housing in 2009 as Director of Technology at AmicusHorizon (AH) where she oversaw the implementation of a number of systems innovations to improve customer service. Before retiring in 2019, Jeanette spent two years as Director of Technology and Transformation at Optivo overseeing the systems and process integration resulting from the merger of AH and Viridian. Jeanette joined the Board of Orwell Housing in 2015; during her 9 years on the Board she served on the Audit and Risk, Governance, and Customer Experience Committees. 

Wendy Bearton

In her role as Board Trainee, Wendy supports Board discussions by bringing a tenant perspective, while developing the skills and experience needed for effective governance.

The Committee provides assurance to the Board that appropriate governance, leadership and remuneration arrangements are in place.

The Development Committee supports the Board by overseeing matters relating to the development of new homes. This includes providing strategic oversight of the organisation’s development programme, ensuring developments align with agreed strategy, risk appetite and financial capacity, and providing assurance to the Board on delivery and performance.

The Operations Committee supports the Board by overseeing customer facing services. This includes providing oversight of repairs and maintenance, customer satisfaction, rent setting and the quality of services delivered to residents. The Committee provides assurance to the Board that operational performance aligns with agreed standards, policies and regulatory expectations.

The Customer Insight Panel (CIP) brings together Freebridge tenants to share feedback, views and lived experience on services and policies. 

The Panel sits outside the formal governance structure but plays a key role in informing decision-making by feeding its insights and recommendations into the Board and Operations Committee. This helps ensure that tenant views and experiences influence priorities, service improvements and strategic decisions.  For more information on the customer engagement, click here.
